Jennifer Flanagan
Senator
Massachusetts
1. What do you think is the key to effective leadership?
Communication, building consensus and making the right choice, regardless of whether it is politically popular or not are keys to effective leadership. It is important that, as leaders, we take into consideration the minority view of issues and what is good in the long term, not simply satisfy the public's short term needs. This has been tested over the last couple of years as the Massachusetts Legislature has had to cut various programs and services to successfully balance the state budget. While at times it was very unpopular to make those cuts, it was necessary for the fiscal health of our Commonwealth. At times the public chose to attempt to portray the Legislators as uncaring or unresponsive to the needs of our constituents, when in reality we were faced with harsh decisions.
2. What is your favorite leadership quote?
"Leadership and learning are indispensable to each other." -John F. Kennedy
3. What is the best piece of advice you have ever received?
I was very fortunate to begin working at the Massachusetts State House when I was 19 years old and one of the first pieces of advice my boss gave me was "to always remember, this job is about the people, not politics." As I was learning the political process I was in amazement of the political decisions made each day by our elected officials, but my boss always told me that it was the "people not the politics" which was important. Throughout my time as a State Representative and now as a State Senator I have held that very close and it has helped me through some very tough decisions.
4. What do you hope to get out of your Toll Fellows experience?
I hope to learn from, and connect with other leaders from across the nation while attending the Toll Fellows Program. I believe it is important to learn how other leaders act in the face of adversity, which we have done at one time or another, and how it has impacted their prospective on public service. Also I look forward to meeting with those leaders who are not legislators, but are from other components of state government. It is important that we all work together for the constituents we serve so it will be interesting to hear experiences from those in other states.
